ONCE AGAIN, WE MOVED THE BOUNDARIES

In the process of making the Local Plan of the Fight against Corruption (LPFC) in the City Municipality of Palilula was held presentation and conversation about draft of Local Plan of the Fight against Corruption of the City of Nis and it was promoted activity of the Palilula Municipality in this area. On the draft of Local Plan of the Fight against Corruption of the City of Nis spoke: Pavle Dimitrijevic, Executive Director of the Bureau for Social Researches; Biljana Jovanovic, member of City Council and Coordinator of Working Group; Prof. Dr Igor Novakovic, President of the CM Palilula and Zoran Gavrilovic, Program Director “Society Against Corruption”
Bureau of Social Researches (BIRODI), with financial support of USAID and the Institute for Sustainable Communities, within the program Public Advocacy in the practice realizing project of making of Local plans for the Fight against Corruption in Kragujevac, Nis, Zrenjenin and Pozega. During eight months (March – October) in 2010, in Nis it is realized research “Map of anti – corruptive activism” that is found the state of capacity to fight against corruption in Nis and which was used in cooperation with Center for Human Rights in Nis to elect representatives of Work group for making of Local Plan of the Fight against Corruption on the principles of democratic participation. Work group is, through consultative process, within was held 10 meetings, defined and unanimously adopted content of Draft of Local Plan of the Fight against Corruption of the City of Nis, on which will plead and members of Assembly of City of Nis at the beginning of 2011 – stressed Biljana Jovanovic, member of City Council and Coordinator of Work group.
Corruption is considered a misuse of public powers and position in government of private sector for the sake of personal interest and benefit. Corruption exists where there are monopolies with discretion, and where there is no (criminal and moral) responsibility - highlighted in a welcome speech president of City Municipality of Palilula Igor Novakovic. As responsible organization of local self – government of City of Nis, we adopted system of management of quality in accordance with the requirements of high standards of ISO 9001:2008., which has enabled better communication with all categories of population and complete satisfaction of users of services – citizens and all employees. According to Professor Igor Novakovic, results of analysis of municipal income in City Municipality of Palilula, which are multiplied in 2009/2010 compared with the previous period, are confirmation of consistency of management of Municipality in realization of Strategy of Development and prevention of corruption. For more efficient and modern exercising rights of citizens, better treatment of the problems of the citizens, as and rising the quality of services that provides Administration of Municipality, we opened CONTACT CENTER – INFO 48, unique information system that allows that within just 48 hours, in cooperation with relevant departments, PUC and Services of City of Nis, Nisava` Administrative District, Tax Administration, Police Administration and other organizations, provide feedback and to solve request of citizens.
Unlike the national level, which is in the public eye, provincial, city and municipal levels are not brought into focus when it comes to fight against corruption – reminded Pavle Dimitrijevic, Executive Director of Bureau of Social Researches. Need for the fight against corruption on local level, according to Dimitrijevic, results for the upcoming decentralization, with which will provinces, cities and municipalities move a significant part of the authorities from republic level. For the need of establishing an efficient anti – corruptive mechanism goes conclusion of GRECO 3 the lack of fight against corruption on local level in all countries of Eastern Europe.
According to Zoran Gavrilovic, Program Director of “Society Against Corruption”, actual anti – corruptive initiatives on local level can divide to those that realizing local self – governments, those that are initiated by civil societies in cooperation with local self – government and those that realizing organization of civil societies of their own. To activities is a common lack of sustainability, normative irregularities, lack of political will, low impact of interested sides on implementation of planned goals, lack of staff and dependence on donor aid, absence of effective cooperation of interested sites within the local self – government, especially civil society and organs of local self – government. |
